การป้อนหรือการทำให้มีสินค้าไปยังบุคคลที่สาม ไม่ว่าจะมีการจ่ายเงินหรือให้โดยไม่คิดมูลค่าก็ตาม และให้ถือว่า การนำเข้าเป็นการวางตลาด

(“supplying or making available, whether in return for payment or free of charge, to a third party. Import shall be deemed to be placing on the market”)

(“any producer or importer of an article, distributor or other actor in the supply chain placing an article on the market”)

ผู้ผลิตสารเคมี ผู้นำเข้า ผู้ใช้ในสายโซ่การผลิตหรือผู้จัดจำหน่าย ที่นำสารเคมีเข้าตลาด ทั้งที่อยู่ในรูปสารเคมีหรือในรูปเคมีภัณฑ์

("supplier of a substance or a mixture means any manufacturer, importer, downstream user or distributor placing on the market a substance, on its own or in a mixture, or a mixture;")

วัตถุที่ถูกนำมาผลิต/แปรรูปจนได้เป็นวัตถุที่มีรูปทรง พื้นผิว หรือ ดีไซน์พิเศษ ที่เป็นลักษณะสมบัติเป็นตัวกำหนดประโยชน์ใช้สอยของวัตถุนี้ มากกว่าส่วนผสมทางเคมีของวัตถุนั้นๆ

(“an object which during production is given a special shape, surface or design which determines its function to a greater degree than does its chemical composition”)

ผู้ผลิตสารเคมี หรือผู้นำเข้าสารเคมี หรือผู้ผลิตหรือผู้นำเข้าผลิตภัณฑ์ ที่ยื่นจดทะเบียนสารเคมี

(“the manufacturer or the importer of a substance or the producer or importer of an article submitting a registration for a substance”)

บุคคลหรือนิติบุคคลที่มีทั้งถิ่นที่ตั้งอยู่ในสหภาพยุโรป รวมถึงผู้ขายปลีก ที่เป็นเพียงผู้เก็บรักษาและวางตลาดสารเคมี ทั้งที่อยู่ในรูปสารเคมีหรือในรูปเคมีภัณฑ์ ให้กับบุคคลที่สาม

(“any natural or legal person established within the Community, including a retailer, who only stores and places on the market a substance, on its own or in a preparation, for third parties”)
